UK to Fiji Car Import – What You Need to Know

Fiji Vehicle Import Regulations & Restrictions

Fiji has specific regulations governing vehicle imports to protect the country's biodiversity, environment, and road safety. All imported vehicles must meet strict age, emissions, and safety standards before clearing customs and registration.

Important Environmental & Biosecurity Note:

All used vehicles imported to Fiji are subjected to mandatory inspection due to the risk of carrying foreign pests and diseases that threaten the country's biodiversity and environment. Only vehicles certified as free from unwanted pests are permitted entry.

Vehicle Restrictions:

  • Left-hand drive vehicles: Not permitted into Fiji (right-hand drive only)
  • Personal belongings: Do not pack personal belongings in vehicles during shipment. If items are packed, a complete itemised list must be declared, or the goods risk seizure
  • Import limitations: Individuals may import a maximum of two vehicles per year
  • Diplomatic vehicles: Require prior approval from the Land Transport Authority (LTA) before import

Fiji Car Import Regulations & Requirements

Vehicle Age Restrictions:

Age restrictions depend on vehicle type and fuel type, calculated from the date of manufacture (not the first registration date):

Petrol & Diesel Vehicles:

  • Maximum age: 5 years old

Customs Clearance Procedures

Step 1: Shipment Arrival Notice

When your vehicle arrives at Suva or Lautoka port, the carrier or freight forwarder issues an Arrival Notice containing critical shipment details (arrival date, cargo description, and charges due).

Step 2: Manifest Registration

The shipping carrier registers the manifest with the Fiji Revenue and Customs Service (FRCS). It's essential to ensure this step is completed properly to avoid customs delays.

Step 3: Customs Declaration

You or your Customs House Agent must register the Customs Declaration with FRCS, providing detailed information about the vehicle being imported. This ensures compliance with customs regulations and facilitates assessment of duties and taxes.

Step 4: Duty & Tax Assessment

FRCS assesses customs duty and taxes based on:

  • Vehicle classification
  • Declared value
  • Engine capacity
  • Harmonized System (HS) Code

The applicable duty rate depends on the total landing cost in Fijian currency, which is the inclusive Cost, Insurance, and Freight (CIF) value.

Step 5: Goods Inspection & Compliance Review

FRCS reviews the imported vehicle to ensure compliance with all relevant laws and regulations. This may involve:

  • Physical inspection of the vehicle
  • Verification of documentation
  • Confirmation of accurate Customs Declaration
  • Assessment of duties, taxes, and import restrictions compliance

Step 6: Agricultural & Biosecurity Clearance

Your Customs House Agent must liaise with the Biosecurity Authority of Fiji (Quarantine Section) to obtain agricultural clearance. This is mandatory to confirm the vehicle is free from unwanted pests and diseases.

Step 7: Final Customs Clearance

Once the vehicle passes inspection, all documentation is verified, and dues are paid, FRCS issues the Customs Clearance.

Step 8: Final Release of Goods

After all required documents are submitted, duties and taxes are paid, and necessary approvals are obtained from the FRCS and Biosecurity Authority of Fiji, the vehicle is released to the importer.

Land Transport Authority (LTA) Registration

Pre-Registration Requirements:

After customs and biosecurity clearance, the vehicle must be presented to the LTA or an authorised LTA agent for inspection, compliance audit, and certification before registration.

Documents Required for LTA Registration:

  • Copy of Bill of Lading
  • De-registration Certificate
  • Any other documents requested by LTA

Registration Process:

  1. Application submission: Email LTA or download the registration form from LTA website or FTIP
  2. Complete form: Fill in the vehicle registration application form and attach all required documents
  3. Fee payment: Pay required fees at any local LTA branch (includes application fee, number plate issue, plate fitting, inspection fee, inspection certificate, etc.)
  4. Inspection: Vehicle Inspection Officer examines the vehicle to confirm it meets required standards
  5. Inspection outcome:
    • Pass: Number plate is attached; registration proceeds
    • Fail: Registration is paused until issues are resolved; vehicle must pass subsequent inspection
  6. Registration completion: Once vehicle passes inspection, registration is finalised and vehicle receives licence plates

New Cars:

New vehicles are allowed to be imported into Fiji. We recommend reviewing differences in import duty, luxury tax, and Environmental Compliance of Appliances Levy (ECAL) before confirming your vehicle choice

Clearing Agent Assistance

We recommend engaging a licensed Customs House Agent to assist with the customs clearance process. Agent fees and specific requirements will vary based on your vehicle and circumstances. Your agent will:

  • Prepare the Customs entry documentation
  • Handle all communications with FRCS
  • Liaise with Biosecurity Authority of Fiji for agricultural clearance
  • Ensure compliance with all import requirements
  • Manage duty payment arrangements
